One Who is Unsure Whether He Said a Beracha or Not

Regarding any beracha, including the berachot said in the morning, the berachot said before and after eating, berachot of praise, and berachot said for mitzvot, if a person doesn't remember whether or not he said the beracha he should not say it again. The only exception is birkat hamazon, since that beracha is a commandment from the Torah. The other berachot were all instituted by the Hachamim and therefore one who is unsure does not say the beracha again to be on the safe side. There is a disagreement among the poskim whether me'en shalosh is a commandment from the Torah or was instituted by the Hachamim. Since it is unclear, we have to treat it in this case as if it was instituted by the Hachamim and therefore it is not said where there is any uncertainty.
