It is forbidden to get a haircut or to shave in the week of Tisha Be’av. If one's mustache is getting in the way of his food he can shave it. Women are allowed to get haircuts during this week. It is asur for anyone to give a haircut to a child during the week of Tisha Be’av.

It is completely mutar for one to brush or comb his hair during the "shevuah shechal bo", whether a man or a woman. There is no reason to be mahmir about this whatsoever even if one knows that when he brushes some hair will be pulled out.
