Outside of Eretz Yisrael the holiday of Shemini Atzeret is treated as a safek since it may possibly be the last day of Succot. Therefore on Shemini Atzeret we eat in the Succah as we do on Succot however we do not say the beracha of Lishev BaSuccah. On the eighth day we read parshat Vezot Haberacha and we celebrate Simchat Torah with the hakafot, dancing, singing, and clapping. Musical instruments however should not be used since it is Yom Tov. After Succot is over we do not say Viduy or Nefilat Apayim (Tachanum) until after Rosh Chodesh Cheshvan.
