The fast of Tish'a Be'av ends 20 minutes after shekia. There is no reason to be strict and wait for the Rabenu Tam time since that is only done on days with Torah prohibitions such as Shabbat. The proper custom is to continue to refrain from eating meat and drinking wine until shekia on the day after Tish'a Be'av, the tenth of Av. The other prohibitions of the Shavua Shehal Bo, such as bathing and shaving may be done as soon as the fast is over. Ashkenazim are strict in this regard and refrain from doing all of these prohibitions until midday the following day. May this be the last year we observe Tish'a Be'av as a day of mourning. May we merit to see it become a day of celebration soon.
