The accepted custom among all Jews is to stay up and learn Torah the entire first night of Shavuot. The evening before the Torah was given our ancestors went to sleep and slept in the next morning and only woke up when HaShem caused thunder and lightning to happen. In order to atone for our ancestors sleeping before receiving the Torah we stay up the whole night and learn Torah. This minhag is incumbent upon men only and not women. There is a special tikkun which has been prepared by the kabbalists based on the Zohar to read the night of Shavuot. It is preferable to read the tikkun rather than to learn other things. However, Yeshiva students and others who have a desire to learn Torah instead have what to rely on and should not be stopped.
